KARACHI: Once again the director sports in Sindh Sports Board (SSB) has been changed, the sixth time during one and a half year that the position has got a new man.
Shahzad Pervaiz, who had assumed the charge a few months back, has been made deputy director and replaced by Shahid Abdul Salam, who has been brought here from Jacobabad district, according to a notification issued on November 21, just ahead of the 16th Sindh Games to be held in the first week of December in Hyderabad.
It is the third time that on the occasion of Sindh Games, the SSB’s director has been replaced, ‘The News’ has learnt.
The haphazard transfer and posting process has become a routine as at least five sports secretaries have been transferred during last 11 months.
These transfers and postings show that all is not well with the sports bureaucracy in the province, association sources said.
The position of SSB director had seen changes on the occasion of 2011 and 2012 Sindh Games as well.
The officials of sports associations in the province and sportspersons have begun to express doubts about the process and ask why an appropriate time is not given to the secretary sports and the director sports to show their abilities and work on their posts.
The sources in various sports associations, on the condition of anonymity, said that SSB lagged far behind the Punjab Sports Board.
“The sportspersons of Punjab are getting a lot of opportunities, as international events are organised there regularly,” said a source. “Even foreign teams have been visiting Punjab, the international Kabaddi event and the tour of Indian Punjab hockey team being recent examples.
“But only Sindh Games are being organised in this province and these are also marred by poor arrangements.”
The source said that as far as exposure of sportspersons was concerned the Sindh Games were not worth much in comparison with national level competitions.
The sources mentioned that the decline in sports activities in the province was due to these wrong policies.
The rapid changes mean that personal liking and disliking is playing an important role in running the sports affairs of the province, which is the second largest of the country by population.
There have been five transfers of secretary sports in Sindh government during the last 11 to 12 months alone, which have led to inconsistency in policies, have hurt sports activities and delayed various development projects.
First Shoaib Siddiqui, who was successfully running sports affairs of the province as secretary and had organised a number of sports events, including beach games, was transferred in January 2012.
He was replaced by Asif Haider Shah, who was transferred and replaced by Aftab Khatri a few months later. Iqbal Nafees took charge after Khatri. Saeed Ahmed Awan, the current secretary, was appointed in September this year.
Besides, six times the head of SSB has been transferred during the last one and a half years.
It is pertinent to mention here that during this period the devolution of sports from the federal to the provincial governments was going on under the 18th Amendment.
A lot more rights have been given to the provinces, but due to these rapid changes at the top a comprehensive policy could not be adopted to deal with the federal government about the administrative control of PSB’s National Sports Training and Coaching Centre (NSTCC), the 30-year-old issue of M A Jinnah Road Sports Complex, and the construction of a big indoor sports complex at the NSTCC.
The poor management of PSB Under-16 girls’ athletics event is an example of poor planning, when five provincial teams had to come to Karachi, but only one turned up.
The same thing happened with various boys Under-14 events.
The arrangements of Sindh Games have always raised questions as players and officials complain about the poor arrangements of the games.
