Court turns down Sufi’s case transfer plea bys KP government

PESHAWAR: The Peshawar High Court (PHC) on Friday dismissed the petition filed by the provincial government seeking the transfer of a case against Tanzeem-e-Nifaz-e-Shariat-e-Mohammadi chief Sufi Muhammad from Timergara to Peshawar.

A single bench headed by PHC Chief Justice Dost Muhammad Khan turned down the petition to transfer the case being heard at the Anti-Terrorism Court (ATC) at Timergara in Lower Dir.

DAG Rafique Mohmand submitted that proceedings were being conducted at the ATC in Timergara, but Sufi Mohammad was imprisoned at the Central Prison Peshawar as his other cases were being heard at this jail due to security reasons.The court rejected the plea and observed that it was the duty of the government to produce an accused in the court of law.

‘Displacement, economic vulnerability spreading AIDS’

He added that extra-marital relations was not the sole reason for spread of the disease. “In fact use of injectable drugs and transfusion of unsafe blood are major causes of the disease in the country,” he said.

He stressed the need for a tangible role of the Islamic scholars and civil society for eradication of AIDS.Shaukatullah said cultural and religious barriers should be put aside to effectively control AIDS. He added most of the patients do not undergo test for HIV due to social norms of the country and the notion that the disease only spreads through extra-marital sex.

Secretary social sector, Fata Dr Aftab Durrani said cases of AIDS started appearing in Pakistan in late 1980s and the number of declared cases had reached 98,000 now.

The number of carriers who never undergo test for the disease is two times higher than the number of declared cases, he added. India is affected the most by the HIV virus in Asia and the number of HIV positive patients was around 35 million in the world, he said.

Iftikhar Jhagra on the way

NOWSHERA: Pakistan Tehreek-e-Insaf (PTI) leader Iftikhar Khan Jhagra is likely to rejoin the Pakistan People’s Party (PPP) during a press conference on December 2.

Sources said Friday the PTI leader was wooed back by the PPP provincial President Anwar Saifullah Khan who had embarked upon the mission of winning over the estranged PPP leaders and workers in the province.

The sources said during a recently held meeting, Iftikhar Khan had told Anwar Saifullah Khan that he would decide joining the PPP after meeting the PTI chairman Imran Khan to communicate to him his differences on the party elections.

When contacted, Iftikhar Khan said that he recently had a meeting with Imran Khan to discuss his divergence of opinion on the intra-party elections on the grounds that the PTI would not be able to prepare well for the election as the process would waste a lot of time.

He added that the process of party elections would delay the nomination of PTI candidates for the general elections till March while the other political parties had already started preparation for the polls.

To a query about rejoining the PPP, he said that his talks with Anwar Saifullah had been successful as his colleagues, friends, and workers were advising him to rejoin the PPP.Iftikhar Khan Jhagra contested the 2008 election on a PPP ticket for the provincial assembly, but narrowly lost.

Woman, son die of suffocation in Hangu

HANGU: A woman and her minor son died of suffocation while 12 others, including eight minors, fell unconscious due to accumulation of gas in a room in Mohammad Khwaja village Thursday, police sources said on Friday.

The sources said one Haji Ihsan Khan burnt coal in his room to beat the chill and went to his hujra to attend his guests.After enjoying warmth of the coal fire the family members slept. The coal gas accumulated in the room which caused the death of the wife of Shahidur Rahman and his seven-year old son Saqib while Abdullah, Mohammad Nasir, Eid Bibi, Asim, Shaila, Hamid, Ayesha, Shahidur Rahman, Ziaur Rahman, Mudassir, Razia and Roza Bibi fell unconscious.The police said the door and windows were broken to pull out the victims, who were taken to the District Headquarters Hospital in Hangu.

MNA asks transporters to follow Lowari Tunnel schedule

CHITRAL: Member National Assembly (MNA) Shahzada Mahiuddin Friday asked the transporters not to ply vehicles through the under-construction Lowari Tunnel without the permissible schedule as the journey inside the incomplete tunnel could prove harmful for the travellers.

Addressing a press conference here on Friday, he asked the transporters plying vehicles between Islamabad-Chitral and Peshawar-Chitral not to endanger the lives of passengers while driving their vehicles through the under-construction tunnel during the working hours.

He added the authorities had only allowed traffic through the Lowari Tunnel on Monday, Wednesday and Thursday during a week for four hours only as the contractors were busy completing the remaining work.

The legislator said illegal movement of vehicles could pose threat to the lives of the passengers as the engineers, construction supervisors and labourers were busy in the construction work inside the tunnel.

Badaber cops escape unhurt in IED attack

PESHAWAR: Another patrolling party of the Badaber Police Station escaped a bomb attack on the Inqilab Road on Friday, police sources said.

They said militants had planted explosives on the roadside near Scheme Chowk that were triggered with a remote-control device when a police patrol car arrived at the spot. The blast damaged the vehicle but all the policemen remained unharmed.

The bomb disposal unit officials said around three kilograms of explosive was planted in a pipe and the explosion was triggered by using a remote control device. A search operation was launched in the area immediately after the explosion, but no arrests were made.

Attacks on the police in areas of Badaber and Matani Police Stations have become the order of the day. A number of hits have killed several policemen in the two areas during the last three months while many attacks were thwarted by defusing bombs in time.Superintendent of Police of the area Khurshid Khan was among the victims. He was killed along with five other cops during an attack by militants in Matani in October.

The top expert of the bomb disposal unit, Hukam Khan, was also killed during this

period in the limits of Badaber Police Station. He was defusing a bomb when another device planted nearby was triggered by the militants.

PML-Q hints at seat adjustment with PML-N

MANSEHRA: The Pakistan Muslim League-Quaid (PML-Q) provincial President Syed Qasim Shah said here on Friday that his party could make seat adjustment with the Pakistan Muslim League-Nawaz (PML-N) in the coming general election in Khyber Pakhtunkhwa.

Qasim Shah, who is also special advisor to the prime minister, said that his party was the one that struggled for Pakistan’s independence and was now making efforts to pull it out of crises. “We have no personal vendetta against any political party and its workers as our party is the mother of all parties and can make electoral seat adjustment even with the PML-N in the next polls,” he said.

In response to a question, Qasim Shah said that Kalabagh dam was in the interest of the country and the government should develop consensus on the issue.Qasim Shah, who has been in Mansehra district for the last one week in connection with preparations for the public meeting of Deputy Prime Minister Chaudhry Pervaiz Elahi on December 2, said that Pervaiz Elahi would announce mega development projects not only for Mansehra, but for the entire Hazara division.

He said the deputy prime minister would announce setting up an airport at a suitable place in the division and also inaugurate the passport office. He said the deputy premier would also announce the supply of natural gas to Balakot, which had been devastated in the October 8, 2005 earthquake.Qasim Shah said other issues being faced by the victims of the 2005 earthquake would also be taken up during the public meeting.

PML-N MPA joins PPP

PESHAWAR: Former central secretary general of the Pakistan Muslim League-Nawaz (PML-N) Women Wing, MPA Shazia Aurangzeb Friday announced joining the Pakistan People’s Party.

She announced the decision in a press conference at the residence of PPP provincial president Anwar Saifullah Khan. Several PML-N women wing activists including Safia Israr, Salma Jehangir and Maryam Gandapur also announced joining the PPP.

Shazia’s husband Aurangzeb, who would announce the decision in the PPP convention at Mardan today (Saturday), was also garlanded by the PPP provincial president amidst loud applause.

Almost all the PPP ministers, including senior minister Rahimdad Khan, Humayun Khan, Syed Zahir Ali Shah, Speaker Khyber Pakhtunkhwa Assembly Kiramatullah, women MPAs Noor Sehar and Shazia Tehmas, Senator Robina Khalid and representatives from all the PPP wings including the lawyers and students were present to welcome the PML-N leaders in their party’s ranks.

Anwar Saifullah Khan and provincial president women wing Asma Alamgir welcomed Shazia Aurangzeb in the PPP and termed her an asset for the party. They said PPP was the only party that gave respect to women and its workers and welcomed criticism from its members.

Anwar Saifullah said his party had always received more votes from women and it expected similar outcome in coming elections.

Referring to the hooliganism of the party activists in the PPP foundation day ceremony at the Governor’s House, Anwar Saifullah said it was beauty of democracy. However, he said he would maintain discipline in the PPP as no party could make progress without having discipline.

To a question regarding controversial statements, he said the PPP leaders had not issued any statement against the Awami National Party (ANP) but some leaders in the ANP were more worried about the PPP. Without naming anyone, he asked the ANP leaders to think about their own party instead of PPP, which he claimed was in strong hands.

Shazia Aurangzeb said she quit the PML-N to protest against the cold-shoulder response of the leaders towards their genuine grievances. Appreciating the PPP for its struggle for workers, women, labour and downtrodden sections, she said she would work as a worker.

To a question, she said she would not resign from her assembly membership because the PML-N could not take action against her after November 16. She said she would work for the PPP in the assembly and the office-bearers of the provincial chapter of PML-N would also resign in the near future.

‘Modern powers want to impose will on others’

PUNJAB University (PU) Vice Chancellor Prof Dr Mujahid Kamran has said that according to a survey conducted by a Jewish scholar, the number of avoidable deaths of human beings from 1950 to 2005 is counted 1.30 billion out of which 600 millions are Muslims who fell prey to wars and scarcity.

According to a press release, he was addressing the first orientation ceremony of Punjab University College of Information Technology New Campus, formerly known as GIS Centre.

Dr Kamran further said the number of Muslims out of world’s whole 6-7 billion population was 1.40 billion but they had no value. He said the total population of the United States was 310 million, but it was usurping the land and resources of the world whenever and wherever it wanted. He said human beings had developed extraordinarily dangerous weapons, and the powers who contained these weapons wanted to impose their will on others.

Terming massacre of Muslims as “Muslim Holocaust”, Dr Kamran said the cancer rate in Faloja was four times higher than Hiroshima and Nagasaki’s. He said the knowledge was the headspring of the power, and Jews, being very small in number, had won many Nobel prizes and were controlling the knowledge and research. He said Muslims were facing these problems because they had eliminated from their hearts that they were to rule and lead the world.

He said the average spending of the countries on education was 4 to 5 percent of the total of their GDP, but on the contrary, Pakistan had reduced its spending on education from two percent to around 1 percent.

He said the problems would continue unless Muslims returned to knowledge because weakness was a sin in the system of nature and the Muslims were weak because of illiteracy. He advised students demand politicians, coming to them for vote allocation, of at least four percent of the GDP towards education.

PUCIT Principal Prof Dr Mansoor Sarwar said for the first time, IT classes had been started on the New Campus and another 360 seats were created for the PUCIT New Campus.

He said although the number of seats was increased, but, surprisingly, the last merit was higher than the last year’s. He said the PUCIT was producing largest number of quality IT graduates among public sector institutions, and students were getting job-offers from 7th semester.

Senior faculty members, including Chaudhry Hamid, Umair Baber and a large number of newly admitted students were also present.

Girl commits suicide over engagement against will

LAHORE

A 20-year-old girl committed suicide over her engagement against her will in Tibbi City police limits on Friday.

The police have handed over the body to deceased’s family after completing legal formalities. The deceased girl was identified as Anam, daughter of Asif. She swallowed poisonous pill over the marriage issue and went unconscious. She was rushed to a local hospital where she breathed her last.

Old enmity claims life: A 40-year-old man shot dead over old enmity in Baghbanpura police limits on Friday.

The police have registered a case against the accused with no arrest so far. The victim was identified as Allah Ditta Masih, a resident of Mahmood Booti, Baghbanpura.

He was on his way home after taking a breakfast for the market when four persons waylaid him. The accused resorted to firing. As a result, he received injuries and died instantly. Police removed the body to morgue after collecting the forensic evidence. A case has been registered on the complaint of victim’s brother against four nominated accused identified as Raja, Sunny, Kashif and Judge. A police official said the victim had been killed over old enmity. He added that raids were being conducted to arrest the accused.

Found dead in basement: A 50-year-old man was found dead in the basement of a plaza in the Gulshane Iqbal police limits on Friday.

The police have removed the body to morgue for autopsy. Announcements were made in the local mosques but nobody turned up to identify him. The body was recovered from the basement of the plaza situated at Kareem Block Market. The shopkeepers also got panicky on seeing the body and later informed the police for legal action.

Eight-year-old girl raped: A 45-year-old man raped an eight-year-old girl in Baghbanpura police limits on Friday.

The police have registered a case against the accused with no arrest so far. The accused was identified as Akram.

Victim ‘N’, daughter of Muneer Ahmad, had gone to the market from where the accused took her to his house and raped her.

As the victim’s condition went critical, the accused locked her and fled.

The police reached the scene and collected the evidence. The police have so far failed to arrest the accused.

16 gamblers arrested: The Naseerabad police arrested 16 persons who were busy in gambling at a snooker club on Friday.

A case has also been registered against the accused, including Qasim, Allah Rakha, Rashid and Waseem.

The police have also recovered the stake money from the custody of accused persons.

JI petition against President adjourned

LAHORE

The Lahore High Court on Friday deferred the hearing of a petition of the Jamaat-i-Islami challenging political office of President Asif Ali Zardari and seeking his disqualification in the light of the Supreme Court judgment in the Asghar Khan case.

Justice Nasir Saeed Sheikh heard arguments of the petitioner’s counsel on the maintainability of the petition and asked him to convince the court on a point that how the President could be disqualified under Article 63 of the Constitution and the Asghar Khan case verdict if he (President) was not eligible at the time of filing his nomination papers for election.

The judge adjourned the hearing until December 5. Earlier, Advocate AK Dogar in his arguments said the president from day one had been persistently carrying on political activities as the head of state as well as head of a political party.

He said a full bench of the LHC, on May 12, 2011, had directed the president to disassociate himself from the office of the political party at the earliest but he had been consistently committing disobedience of the order as well as of the Constitution.

The counsel urged the court to declare that the respondent (Zardari) as head of a political party was not qualified at the time of his nomination for election.

Metro bus security reviewed

Lahore: A meeting was held today under the chairmanship of Punjab Chief Minister Shahbaz Sharif to review security arrangements for the metro bus project.

It was attended by Inspector General of Police Punjab, Secretary Home, Project Director BRT, Additional IG Special Branch, CCPO Lahore, Chairman Punjab Information Technology Board and DIG Operations. Addressing the meeting, the chief minister said the scheme was a splendid project of the Punjab government which would provide relief to people and they would forget their inconveniences. He said a foolproof security plan would be formulated for the metro bus project under which a central control room would be set up to keep a vigilant eye on every route. He said latest CCTV cameras would be installed on the routes and best security arrangements be made at bus station. He constituted a committee, under the chairmanship of the Home Secretary, which would present a medium and long-term plan for security arrangements. The chief minister directed making Rescue-1122 Centre at the elevated section of the route and said that comprehensive planning should be made to adopt preventive measures to combat any unpleasant situation.

He said the metro bus service was a historic and unique project for people and it was a collective responsibility to protect the great asset. He said all possible steps would be taken to ensure security and maintenance of the great project. Various proposals for security arrangements were reviewed during the meeting.

Shahbaz for improving sanitation in hospitals

LAHORE

Punjab Chief Minister Shahbaz Sharif said on Friday that billions of rupees were being spent to ensure the provision of best health facilities to people in addition to improving performance of the health sector, and promotion of medical education.

Presiding over a meeting to review mega health projects in the province at Chief Minister’s Secretariat, he said new hospitals and medical colleges were being constructed throughout the province.

He directed Special Assistant on Health Kh Salman Rafique and the Communication and Works Secretary to personally visit Shahdara and Sargodha to review the pace of work at the under construction hospitals. The chief minister directed improving sanitary conditions in all hospitals throughout the province along with taking steps on a war-footing to purge hospitals of rodents and cats. He said the sad incident of mouse biting which occurred at a Rawalpindi hospital, should not happen at any hospital in Punjab otherwise responsible persons would not be spared.

He said the Rawalpindi Institute of Cardiology and a 410-bed hospital in Bahawalpur would be fully functional by January 2013 while District Headquarters Hospital, Bhawalnagar, would be upgraded and the foundation of a medical college at Bhakhar would also be laid soon.

Shahbaz Sharif said a 410-bed hospital in Bahawalpur was in the last phase of its completion which would not only provide modern facilities to people of Bahawalpur division but also to people of Sindh and Balochistan. He said work was going on to complete Rawalpindi Institute of Cardiology which would provide medical care to cardiac patients. He said a 310-bed hospital at Shahdara was being constructed while upgrade of DHQ hospital in Sargodha was also being expeditiously completed. He said, “Billions of rupees are being spent on construction of new hospitals which are aimed at providing modern medical facilities to people.” He warned that any delay in the completion of the public welfare projects was

intolerable and ordered to further expedite the pace of construction of the new hospitals.

joins PML-N: PML-N President Nawaz Sharif met with former Punjab Assembly Speaker Afzal Sahi and his elder brother and former MNA Col (retd) Ghulam Rasool at his Raiwind residence on Friday.

Afzal Sahi is from Faisalabad and was considered very close to Gen Pervez Musharraf. During his meeting with Nawaz Sharif, Sahi announced quitting the PML-Q and joining the PML-N.

Nawaz Sharif welcomed their joining of the PML-N and said the PML-N would fully benefit from their political experience. Afzal Sahi was of the view that people were looking towards Nawaz Sharif for prosperity and progress of Pakistan and the PML-N would emerge as a single largest political party in the next elections.

The meeting was also attended by CM Shahbaz Sharif, Rana Sanaullah Khan, Ch Sarwar and former Senator Farooq Khan.

50 colleges set up in Punjab in four years, says minister

LAHORE

Punjab Minister for Education Mian Mujtaba Shuja-ur-Rehman said the Punjab government has opened 50 colleges in the province during last four years, out of which 12 colleges were in Lahore.

Talking to a delegation of students and teachers on Friday, he further said the government was implementing a comprehensive policy to up-grade higher education in the province.

The minister said scholarships were being given to 50,000 students from Punjab Education Endowment Fund (PEEF) this year.

CM asked to take notice: Young Doctors Association (YDA) has demanded the chief minster to take notice of the matter related to Acting Vice Chancellor of King Edward Medical University (KEMU) who is doing his PhD from the same varsity.

In a press release, Young Doctors Association office bearers including Dr Rana Sohail, Dr, Salman Kazmi, Dr Aurangzeb, Dr Aslam Rao, Dr Khuda Bux, Dr Kamran, Dr Khalid ldrees and others said Acting VC Dr Asad Aslam Khan was a student of PhD in his own university and one of his subordinates was acting as his supervisor.

They added it had never happened that the VC of a medical university was a student of PhD in the same university and his subordinate was supervising him.

The Young Doctors Association office bearers further claimed minutes of the meeting which approved the panel of examiners for the defense of the thesis of the acting VC had been issued by his own signatures.

They added further written complaints in this regard had been submitted to PMDC, HEC and the chief minister Punjab.

They appealed to the chief minister to take notice of the matter.

Workshop: A five days workshop on “ELT/Pedagogical Skills” held at Lahore College for Women University (LCWU) concluded on Friday.

A press release said the workshop was a joint venture of ELTR Project, Higher Education Commission and US Embassy Islamabad. The international resource person was Dieter Bruhn who is the president of One World Training, LLC.

The areas under discussion were academic English, grammar in context and improvisational English.

In teaching and learning of English language, the role of interactive games and activities, songs and chants, rhythm, stress and intonation was also focused and brought under discussion by Dieter Bruhn. Teacher education and training was also one of the areas under discussion with special focus on teaching effective presentations.

Nawaz greets Palestinians

Pakistan Muslim League-N President Nawaz Sharif has felicitated the Palestinian people over the grant of a status of a non-member state by the United Nations.

In his felicitation message, Nawaz Sharif said that the approval of a resolution in the United Nations to grant the non-member state status to Palestine, with a thumping majority, was a significant step towards independence and autonomy of the people of the country.

He said the people of Palestine had borne indescribable pain and made innumerable sacrifices to achieve their independence for the last six decades.

He said, “The people of Pakistan are proud of their vigorous and complete support to the just struggle of the independence of Palestinians and the support will continue to be the basic principle of our national policy.

Now it is the duty of the international community to ensure complete implementation of the resolution passed by United Nations Security Council regarding an independent and autonomous Palestine so that the long-suffering people of Palestine can eventually achieve their independence and live their lives in honour and dignity.”

PML-N leader joins PML-Q

PUNJAB Assembly’s former Deputy Speaker Mian Manzoor Mohal’s nephew Mian Salman Mohal called on Pakistan Muslim League senior central leader and Deputy Prime Minister Ch Pervaiz Elahi at the State Guest House on Friday and announced to quit the N-League and join the PML.

He was accompanied by former District Nazim Bahawalpur Tariq Bashir Cheema, former MPA Syed Irfan Gardezi and Chairman Punjab Flour Mills Association Ch Abdul Jabbar.

Mian Salman Mohal will contest the Provincial Assembly elections from PP-280 Bahawalnagar on the PML ticket. N-League MPA Asif Manzoor Mohal has also announced to support him.

Speaking on the occasion, Ch Pervaiz Elahi said that we had very old relationship with the politically important Mohal family, our hearts beat in unison with the people of South Punjab. He further said we had undertaken massive development works in different fields to remove the sense of deprivation there. Ch Pervaiz Elahi further said that in the next general elections, the N-League would remain isolated in the Punjab, as we were establishing contacts with other political and religious parties.

On this occasion, Mian Salman Mohal said the elders of the Mohal family had unanimously allowed him to contest the elections. He added that he was associated with the N-League which claimed to be the party of the people, but Shahbaz Sharif was not aware about the sorrows of the people and he was victim of the personalised dictatorship.

Samsung targeting 50 percent share in Indian handset market

As per a latest report, world's second-largest cellphone maker by revenue, Samsung is targeting to garner 50 percent in the overall mobile market in the country. If reports are to be believed, Samsung is targeting to increase its sales by 13.5 in India. 
As far as the smart and feature phone category is concerned, Samsung’s target market share is 60 percent.
Presently, Samsung’s market share in Indian smartphone market is nearly 40 percent.
According to Asim Warsi, Vice-President (Mobile) at Samsung Electronics India, “We are gaining 10 percent of the mobile phone market each year. Presently, the market share is 40 percent. Our aim is to touch 50 percent next year".
As a matter of concern, it is found; the Indian smartphone market is growing at a whopping pace of 220 percent and an interesting fact is that Samsung’s share is continuously increasing.
Market watchers added, Samsung and Apple have carved out a duopoly in the high-end smartphone market. However, other rivals including Nokia, BlackBerry, Motorola, LG etc. are struggling hard to introduce compelling models that could compete against Samsung and Apple smartphones.

Indian Government websites are emerging as soft target for hackers?

A shocking revelation has been made. With the latest update, hackers are now increasingly targeting Indian Government websites with the new and innovative variants of malware. If reports are to be believed, in January-October 2012 period, a total of 294 government websites belonging were hacked. 
According to Milind Deora, Minister of State for Communications and IT, “A total number of 201, 303, 308 and 294 websites belonging to various ministries and departments in the government were hacked during the year 2009, 2010, 2011 and 2012 (till October), respectively”. 
As a matter of concern, it is found; the government is continuously taking various proactive and reactive steps to improve cyber security in the country. As a precautionary step, Indian Government has also established National Watch and Warning System in the form of CERT-In. The Indian Computer Emergency Response Team (CERT-In) regularly issues alerts for users and operators to avoid such vulnerabilities.
"A ‘Crisis Management Plan for countering cyber attacks and cyber terrorism’ is under implementation by all departments of Central Government, state government and all their organisations and critical sectors," Deora further added.
Reliable insiders informed that the Department of Electronics and Information Technology has decided to spend an annual outlay (2012-13) of Rs 45.2 crore for cyber security. 

Wattoo pledges to win Punjab

The Pakistan Peoples’ Party celebrated its foundation day on Friday with traditional style and fanfare in the provincial metropolis, but the spirit that was the symbol of its workers looked diminishing as many jialas opted to protest against party’s economic policies.

The main function of foundation day activities was held at Aiwan-e-Iqbal where PPP central Punjab president Mian Manzoor Wattoo was the chief guest while PPP Lahore president Samina Khalid Ghurki presided over. Other speakers included senior leader Malik Mushtaq Awan, Punjab general secretary Tanvir Ashraf Kaira, Zikria Butt, Wajid Ali Shah, Zafar Masood Bhatti, Sajida Mir, Diwan Muhiuddin, Altaf Qureshi etc, who reaffirmed the pledge to ensure implementation of the constitution, supremacy of the parliament and strengthening of democratic institutions in the country in the light of the vision of Shaheed ZA Bhutto and Shaheed Benazir Bhutto, after coming to power again. Azizur Rehman Chan, Ch Ghulam Abbas, Abid Hussain Siddiqi and other leaders were also present.

The hall was full to capacity with workers holding banners, flags and placards. The majority of workers kept displaying their enthusiasm by raising slogans for ZA Bhutto and Benazir Bhutto, interrupting speeches despite frequent requests from the stage to allow the proceedings to go smoothly. However, at the gate outside, a number of workers kept protesting against the PPP leadership and the government for fast increasing poverty and unemployment in the country which created hunger and diseases. They had tied up breads with their bare torsos and also held placards asking why leaders were killing the masses with hunger and poverty. They kept their protest throughout the function but they did not clash with other workers busy in praising the leadership inside.

Mian Manzoor Wattoo, while addressing, vowed to help the party win next elections and form government at the center and Punjab with the masses’ support. He announced that providing all facilities on the doorstep of the poor was PPP’s mission which would be ensured after the coming elections.

Referring to the Ashgar Khan case judgment by the Supreme Court, Wattoo said it proved the PPP’s mandate was stolen but assured the workers that the party would not allow it to happen again. He expressed sorrow that authorities concerned had failed to take action against those who stole PPP’s mandate. Wattoo announced that party tickets for coming elections would be given on merit and asked workers to identify difficult constituencies from where he would himself contest.

He said the PPP remained the most popular party of the country despite that military dictators and opportunists tried their best to eliminate it, adding that the party leadership had sacrificed their lives to keep it alive. He was all praise for President Asif Ali Zardari and said he was fighting a war to save democracy, the country and its borders. He said Zardari was the founder of the policy of reconciliation and he had strengthened the country instead of achieving personal interests.

He said President Zardari had entrusted him the responsibility to solve problems of party workers in Punjab on priority and he would go the doorstep of every worker in this regard since workers had been the real asset to the party. He directed the workers to make a promise with him to raise a party flag at their houses immediately.

Samina Khalid Ghurki said the increasing confidence of women in the PPP was the key to success in the coming elections. She said the PPP was the only party that let women an opportunity to work on all public offices, from the National Assembly speaker to other key offices in other sectors. She promised Wattoo to help him in the task of winning elections in Punjab given by President Zardari.

Tanvir Ashraf Kaira said the Punjab rulers had clearly understood that the situation was no more under their control now, adding that the PPP would remove all deprivations of southern Punjab people after coming to power.

MSA saves drifting Indian ship

Karachi

The Maritime Security Agency (MSA) has saved an Indian-flagged merchant ship, MV Malaka, which was drifting in open sea around 475 kilometers South of Karachi.

According to MSA officials, the vessel encountered engine failure while en-route to Jamnagar from Mumbai.

On Thursday, the Maritime Rescue Coordination Centre (MRCC) Mumbai, India, intercepted a distress call of MV Malaka and requested the MRCC Pakistan for assistance.

Acting on the request, the MSA dispatched help for the Indian vessel.

After strenuous efforts, the Indian ship was located and provided assistance till the arrival of tug from Jamnagar.

PPP celebrates foundation day

The Pakistan People’s Party (PPP) observed its 45th foundation day on Friday and said it would continue its struggle for democracy and political stability in the country.

The party’s chairman, Bilawal Bhutto Zardari, and the co-chairman, President Asif Zardari, observed the day with leaders and ministers of the party at the Chief Minster’s House. The workers and leaders in all five districts of the city also celebrated the day. Cake-cutting ceremonies were held in all districts, in which large number of party workers participated.

The PPP offices were decorated with party flags and welcome banners, and local leaders addressed the gatherings. Secretary General PPP Sindh Taj Haider spoke at a function held at the People’s Secretariat.

HIV to spread faster in city if proper containment steps not taken: report


Karachi

With an estimated population of 26,000 female sex workers operating in the city and a regular clientele of 0.5 million, Karachi is prone to the spread of the HIV virus in the next few years, says a study conducted by the Sindh Aids Control Programme (SACP).

“The ratio of HIV positive cases is low among sex workers (0.01%), but this could snowball in a few years if proper containment measures are not taken,” says Dr Farhat Wali of Gender and Reproduction Health Forum, who is leading a programme for prevention and rehabilitation of sex workers in the city.

She says the main source of the transmission of the HIV virus in the province is still intravenous drug users, but the business structure of sex workers operating in the city is also very dangerous. “If this venue is not covered, the transmission of HIV through sexual activity could be a serious threat in the future.”

According to the study, 46 percent of female sex workers in the city live with their families and almost half of them are married. “They go out of

their homes feigning to work in offices, and in most cases nobody in the family is aware of their actual profession.”

These sex workers have husbands and children, and see up to 7-8 clients every day. “So if there is an outbreak, it will be no doubt a major one,” says Dr Wali.

The comprehensive survey done by SCAP discloses a number of startling facts about the nature and networks of sex workers operating in the city.

It says a female sex worker earns from Rs7,000 to Rs60,000 a month, depending on her age and looks. Thirty percent of men engage in “non-marital sex” in their lifetime, 41 percent of them with femal sex workers.

But the most terrifying of the facts is that 22 percent of intravenous drug users pay for sex with female sex workers and less than 18 percent use condoms

According to the survey, 46 percent of sex workers in the city are married, nine percent separated, three percent widowed, 30 percent unmarried and 12 percent divorced. Eight million sex acts are sold annually in the city.

The Sindh Aids Control Programme is a running a prevention rehabilitation programme for sex workers in the red light areas of the city, including Napier Road, by educating them about various sexually transmitted diseases (STDs), including the deadly HIV. They distribute free condoms to female sex workers, do regular medical check-ups and rehabilitate them by providing trainings in beautician and sewing courses to equip them with skill so they can switch their professions.

Partial strike observed in city against new LG law

Karachi

Shops and trading activities in some suburban parts of the city remained partially closed, along with the suspension of public transport service, on Friday, as a coalition of Sindh’s nationalist and opposition parties had given a call for wheel-jam strike mainly to protest the imposition of the local bodies’ system in the province.

The strike call, given by the Sindh Bachayo Committee (SBC), was against the enactment of Sindh Peoples Local Government Act-2012, the possible government’s announcement for the construction of the controversial Kalabagh Dam, and misbehaviour meted out to female members of the opposition during a session of the Sindh Assembly.

According to inhabitants of the affected suburban areas, shops and market centres in a number of outskirts were shut down from Thursday evening when some armed elements resorted to firing and torched several vehicles in the vicinities of these areas.

The area of University Road near Meteorological Complex till Safoora Chowrangi wore a complete deserted look late on Thursday evening with the darkening of streets and alleys due to the switching off of street and ambient lights. All shops, trading centres, and eateries in the area were closed when armed miscreants forcibly shutdown business activities, resorted to aerial firing, and also torched public transport vehicles. Trading activities remained suspended in the area near University Road in most part of the day on Friday. Other areas in the city where shops and market centres remained partially closed and public transport remained thin included Gulshan-e-Hadeed, Sachal Goth, Shah Lateef Town, parts of Landhi and Korangi, Malir, Khokhrapar, Memon Goth, Dhoraji, Steel Town, Kaneez Fatima Society, Abul Hasan Isphahani Road, parts of Bin Qasim, and Gadap towns.

Attendance in educational institutions and offices of public and government sector organisations also remained thin. The work in offices of town and union council administrations in these areas also remained affected. Very few public buses plied on roads of the affected localities.

At a press conference later in the day, SBC convener Syed Jalal Mahmood Shah said that masses of Sindh had fully supported and observed the strike to give a united message to the enemies of Sindh. He said that in interior of Sindh, National Highway and Super Highway were completely closed. He said the present government had once again reawakened the issue of the controversial Kalabagh Dam in order to fulfill its ulterior motives against the interests of masses.

Bank robbed of Rs4.9m

Karachi

Five robbers stormed into a bank in Karachi Administrator Employees Corporative Housing Society on Friday afternoon and made away with Rs4.9 million.

Tipu Sultan SHO Irfan Meo told The News that five men on two motorcycles pulled up outside a Meezan Bank branch at about 3:30pm. They entered the bank and overpowered the two security guards there, snatching away their weapons.

After holding the staff and others there hostage at gunpoint, they went to the bank’s strong room along with the cashier and collected Rs4.9 million.

The bank manager, Tariq Hameed Muhammad, said the bank was robbed within 10 or 15 minutes. He added that the robbers were middle-aged. The bank manager lodged an FIR with the Tipu Sultan police station.

The SHO said only one of the robbers was armed. The others used the weapons snatched from the security guards, Jameel and Altaf, to rob the bank. He added the security guards were provided by the Ghazi Security Company. The police have detained both the guards.

“The guards are ill-trained and were busy chatting when the heist took place,” the police officer said.

The SHO also said the police had taken the CCTV footage into custody and called forensic experts to prepare the sketches of the robbers.

The latest robbery is the 22nd in the city this year.

On November 14, five bandits had robbed a National Bank of Pakistan COD branch on Rashid Minhas Road of Rs3.7 million.

Govt to go through KESC privatisation pact

The federal government has decided to examine the Karachi Electric Supply Company’s (KESC) sale and purchase agreement to assess the power utility’s efforts to increase electricity generation after its privatisation.

A committee already formed for the equitable distribution of electricity will assess the KESC’s responsibility for increasing its power-generation capacity.

These decisions were made in a recently held meeting of the Council of Common Interests (CCI), The News learnt on Friday.

The CCI had earlier decided to reduce 350 megawatts (MW) of electricity from the 700MW supplied to the KESC by the National Transmission and Despatch Company.

In return, the power utility is likely to be provided with Rs6 billion to buy around 2,000 metric tonnes of oil from the Pakistan State Oil (PSO) to activate its idle capacity for power generation.

Sindh complains

During the meeting, Sindh Chief Minister Syed Qaim Ali Shah complained that the federal government, through the committee for the equitable distribution of electricity, entered an agreement with the KESC to reduce 350MW from Karachi’s power supply without consulting the Sindh government, sources told The News.

Shah pointed out that the while negotiating with the KESC authorities, the provincial government was not taken on board by the federal authorities.

The CCI’s decisions about the curtailing of 350MW of the city’s power supply, the KESC’s efforts to increase its power generation capacity, its non-payment to the PSO and the Sui Southern Gas Company and the continuous subsidy it enjoys even after its privatisation generated a heated debate at meeting.

The finance division principal officer also complained that his department were not consulted during this process and asked for a detailed mechanism for utilising the KESC’s idle capacity and saving the 350MW of power from the national grid.

The water and power secretary noted that the KESC generally refrained from responding to the power ministry’s references.

She pointed out that since taking over her current charge last month; she had made maximum efforts for curbing loadshedding and improving recoveries.

The secretary observed that the distribution companies (Discos) in Sindh were mostly “inefficient”. “There were many instances of theft and about 7,000 unregistered meters in the province,” she added.

When Sindh Chief Secretary Raja Muhammad Abbas contended that the reduction of 350MW of electricity from Karachi’s power supply would only be possible when the KESC utilised its idle capacity, his Punjab counterpart argued that it was a unanimous decision and the special water and power secretary was assigned to finalise its arrangements.

The special water and power secretary said the agreement with the KESC to could be managed, but this move would require the provision of 2,000 metric tonnes of oil to the power utility through the Bin Qasim Port.

The CCI was informed that the overall requirement of the KESC was 1,600MW.

However, the adviser to the prime minister on petroleum, Dr Asim Hussain, questioned the provision of additional 2,000 metric tonnes of oil to the power utility and proposed that a mechanism needed to be devised for this purpose. “We have to sort out a doable [mechanism] for solving this issue,” he suggested.

The adviser also raised the issue of the non-payment of Rs40 billion that the KESC had to pay to the SSGC and the similar pending payment to the PSO.

The Punjab chief secretary pointed out that an agreement with the KESC was negotiated through the CCI-formed committee, according to which, the government had to supply 2,000 metric tonnes of oil to the power utility get the 350MW of electricity back into the national grid.

“For this purpose, he pointed out, “we have two options; one is to reduce the supply and the other is to sort out a mechanism.”

Federal Defense Minister Syed Naveed Qamar proposed that the issue of financing the cost of 2,000 metric tonnes of oil needed to be resolved and modalities sorted out as well. “The subsidy to the KESC will have to be reduced to provide fiscal space,” he noted.

Punjab Chief Minister Shahbaz Sharif said the KESC was a private entity and it owed Rs65 billion to the PSO.

He called for setting a timeline for the withdrawal of 350MW power supply. “Karachi is the hub of economic activity, yet Punjab is the largest hub of industries in the country,” he maintained.

Financial burden

The finance division principal officer explained that in order to cut 350MW of the KESC’s power supply, the finance division would have to provide Rs6 billion on account of the purchase of 2,000 metric tonnes of oil from the PSO.

Finance Minister Abdul Hafeez Sheikh responded that the financial responsibility was being burdened on the finance division in order to compensate the KESC.

At this point, Prime Minister Raja Pervez Ashraf, who was chairing the meeting, asked the adviser on petroleum for a “judicious solution”.

The adviser observed that there were production and financial problems and the KESC had 700 feeders, each with a generation capacity of 2.5MW of electricity.

Pointing out that the government was paying a tariff differential claim of Rs3 per unit, the adviser said he was not aware as to who would bear the “huge financial responsibility”.

The Sindh chief minister maintained that his province was facing a severe loadshedding crisis, particularly in the rural areas, where power outages were currently lasting around six hours a day. He added there were also the problems of floods and water shortage.

“The shortage of electricity should be equally distributed,” he remarked. “The KESC should improve its efficiency and increase its capacity of power generation.”

Wapda

The Sindh chief minister also raised the issue of the Water and Power Development Authority’s (Wapda) inflated bills. He demanded that the Wapda chairman should be asked to explain as to why inflated bills were being served to the provincial government given that there were prolonged power outages in the province.

Shah also proposed that the KESC authorities should be called to the next CCI meeting to discuss the issue of the remaining 350MW of electricity.

“Wapda needs to improve its performance and the CCI should form a committee comprising senior members to assess the authority’s performance as the government is unable to take any action,” he remarked.

The water and power secretary supported the argument of the Sindh chief minister.

Khyber-Pakhtunkhwa Chief minister Amir Haider Hoti asked as to whether or not the KESC was receiving 650MW within the constitutional provisions. “The government should not take dictation from the KESC,” he said.

Balochistan Chief Minister Aslam Raisani said the committee’s recommendations on the equal distribution of power should be implemented in letter and spirit.

Federal minister Syed Naveed Qamar opined that as winter was setting in and hydel generation would also be reduced to one-third of what it was now, a financial model would have to be devised in view of cash flow issues if the 350MW of power supply to the KESC had to be reduced by providing oil to the power utility.

The CCI decided that the modalities for reducing the 350MW and the financing the oil bill should be worked out.

It was also decided that the sale and purchase agreement of the KESC needed to be looked into to determine the responsibility of the power utility for increasing its power generation capacity.

Two new members, the finance division principal officer and a representative of the petroleum and natural resources ministry, will be included in the committee. The body was directed to submit its recommendations in the next CCI meeting.
