Govt restrained from finalising police recruitment

The Sindh High Court (SHC) on Tuesday restrained the provincial government from finalising the fresh recruitment process in the police department without permission of the court.

The interim order came on a petition filed by Waseem Khan and 22 others, who challenged the fresh recruitment process in the police department without the completion of the previous recruitment process of police constables.

They submitted that they had passed the written test for the post of police constables, which was advertised through newspapers on February 14, 2012; however, candidates who either did not appear in the test or fail the test were given appointment letters.

They petitioners said that the police department issued a fresh advertisement for the post of police constables in December without announcing the result of the February 2012 advertisement. The petitioners’ counsel contended that that advertisement was unlawful as the petitioners who had already qualified for appointments were not giving appointment letters.

The court was prayed to suspend the recruitment process on the basis of the advertisement published on December 9, 2012, and direct the government to issue appointment letters to the petitioners if they were found eligible for the post on merit. The petitioners also requested the court to call the recruitment record of the police constables in connection with the advertisement.

After the preliminary hearing of the petition, a division bench, headed by Justice Munib Akhtar, issued notices to the home secretary, the IGP, the additional inspector general and others for January 18, and in the meantime ordered that the recruitment process as per the impugned advertisement issued on December 9, 2012 may be continued but it “shall remain subject to a court order in the instant petition.

The bench directed the government that no final appointment orders be issued without the permission of the court.
