Constitutional crisis deepens in Balochistan

ISLAMABAD: The constitutional crisis is re-emerging in Balochistan as Speaker Aslam Bhootani once again refused to preside over the session of provincial assembly on December 3 in the light of the Supreme Court’s decision.

The governor of Balochistan, on the advice of Chief Minister Aslam Raisani, had summoned the session of the provincial assembly on December 3. While refusing to allow the governor to chair the session, Speaker Bhootani said it was not mandatory for him to act upon the advice of the controversial chief minister unless the explanation of the October 12 verdict of the Supreme Court and the constitutional position of the provincial assembly and chief minister is made clear.

The speaker said the session was being summoned on the advice of the chief minister whose own constitutional position had become a question mark.

Earlier, Speaker Bhootani had refused to summon the session of the Balochistan Assembly on November 13 as acting governor.

The speaker told the Balochistan governor that it would have been better to summon a session on the advice of the chief minister after the explanation of the verdict of the Supreme Court regarding Balochistan.

Aslam Bhootani is of the view that he would not mind if he lost the speakership for the supremacy of the constitution but he would not want to be counted among those people who took steps in violation the constitution and did not respect court decisions.

The provincial government has submitted a resolution to the speaker to invite Interior Minister Rehman Malik for an in-camera briefing of the Balochistan Assembly on December 13.

This resolution signed by three provincial ministers of the Balochistan Assembly — Tahir Mehmood, Mir Shah Nawaz Mari and Haji Ali Madad Jattak — was presented in the secretariat.

The speaker said under the rules of the Balochistan Assembly, the house could not be used for any other purpose except the assembly meeting. He said he would himself ask Rehman Malik to keep himself away from controversial issues so that a confrontation with the judiciary could be avoided.
