Justice Kh Imtiaz Ahmad of the Lahore High Court (LHC), Rawalpindi bench, here Wednesday suspended a Rawalpindi Board of Intermediate and Secondary Education (RBISE) notification directing the class IX and X matriculation students to submit Rs550 on account of certificate fee while submitting their admission forms.
President Private Schools Owner Association (PSOA) through its counsel Raila Saboohi advocate adopted before the court that receiving Rs550 as certificate fee is unjustified as less than 40% of the students pass the annual examination every year. The amount of fee of the students who fail the exam goes into the account of the RBISE.
Legal counsel for the petitioner told the court that the RBISE use to receive examination fee only, that was Rs700 previously. Now they had increased the fee from Rs700 to 800 and they were also receiving Rs200 on account of processing fee. This year they had also been receiving Rs550 on account of certificate fee that is unjustified. Moreover, after appearing in the exam, the certificate becomes a property of the student and he needs not to purchase it, the counsel further said.
The LHC judge while suspending the notification regarding Rs550 charges adjourned the matter till January 23 and directed the chairman and secretary RBISE to submit their comments.
