Know about the Premises License application

In order to sell alcohol for consumption in an authorized manner, various hospitality industry owners need to have premises license as well as alcohol personal license. Premises License includes the supply of alcohol, drinks, hot food, public music, movie shows and theatre plays between 11 pm and 5 am.
There were certain amendments made to the law by the Licensing act in 2003 because of which the supervisors of restaurants, bars, pubs and malls should have a premises licence. How to apply for the premises licence?
If the license activity includes the supply of alcohol, then the form needs to specify information about the supervisor. The applicant should have the personal license and accredited qualification to make sure that he has knowledge about law, rules and regulations to sell alcohol in an authorized manner. Designated Premises supervisor is the one who has premises license as well as the personal license. The application form must be accompanied with the consent form of the Designates premises supervisor and is forwarded to the local licensing authority.

Objectives of the licensing act 2003
  • It involves prevention of crime and disorder in public areas.
  • The main aim of this act was public safety from hospitality industries. It obstructs disturbances to the local bodies such as noise from live music should not escape the premises at late nights.
  • Any sort of public nuisance can be brought in notice of the licensing authority.
  • The responsible authority as well as the residents can make reviews about the premises and present it to the legal authority. The application will be reviewed and a hearing will be conducted by the licensing authority.
  • It also aims at protection of children from any harm.
The premises license plan should explain the perimeter of the licensing premises and details regarding internal and external walls; the specifications of the premises escape outs, entrance and exits and information regarding the licensable activities that are carried out in the premises. It should provide information regarding the provision for emergency escape outs, fire extinguisher and safety equipments.

Display the notice on the premises:
A notice that can be read from the exterior of the premises should be displayed for at least 28 days after submission of the application form. If the premises area is more than 50 sq. meters than similar notices have to be put after the distance of 50 meters. The notice should be on pale blue A4 size paper printed in black ink and having a font size of 16 or greater.

What all the notice should specify?
The notice should display the information regarding the licensed activities requested in the premises application form. Relevant details about the applicant such as name and postal address should be mentioned. It must state the website address where the record of the applicant is kept and inspected.
