ISLAMABAD: The sub-committee of the Public Accounts Committee (PAC) on Thursday rejected the inquiry report on promotions in the Nespak and constituted a five-member committee to inquire into the matter and directed the FIA to probe the forgery in the inquiry report.
The sub-committee meeting here on Wednesday was presided over by Ms Yasmeen Rehman to consider illegal and out-of-turn promotions in the Nespak as well as qualification of the MD of the organisation.
The inquiry report that was presented to the sub-committee questioned the role of the parliamentary committee in the promotions of any government departments, observing that it was not the task of parliament to decide about the promotions of officials of government departments.
The sub-committee of the PAC expressed its strong annoyance and displeasure over the inquiry report. Special Secretary Hamayatullah Khan took a strong note of out-of-turn and out-of-merit promotions in the Nespak, saying that the promotions of 10 favourite officials was a big question mark. These promotions in which rules were violated were wrong. Those responsible should be made to face the music.
Member of the sub-committee Sardar Ayaz Sadiq revealed that the inquiry report had forged signatures of former secretary Water and Power Imtiaz Qazi.The sub-committee directed the FIA to probe the forgery in the documents for promotions in the Nespak.
Sardar Ayaz Sadiq said the DG Audit Commercial Abdul Karim was ineligible for the post as he signed the report under pressure of officials without reading the inquiry report.DG Commercial Abdul Karim confessed before the committee that he could not oppose it in the presence of senior officials.
The sub-committee of the PAC also sought legal advice from the Ministry of Law on the appointment of the sitting Nespak MD Asad I A Khan being an architect. In the opinion of the sub-committee, it is in the violation of laws of Pakistan Engineering Council.
The audit officials also stated that that there were gross violation of rules in the promotion of vice presidents in the Nespak and even one official Tahir Shamshad, who was on deputation, was promoted as a vice president.
The audit officials also told the committee that 300 advisers were working with the Nespak due to which it sustained financial burden of Rs100 million.The next meeting of the sub-committee would be held in Lahore.
