Dubai Business Setup Requirements

Expanding business operations or starting a new business in Dubai opens the doors for lucrative markets, whether locally, within the GCC or even the M.E and the world, as Dubai is now considered one of the main business centers and economic hubs in the region and the world, which drove thousands of companies to set-up their regional offices in this vibrant city. 


Of course, there are requirements for establishing a business in Dubai, these requirements include licensing, approvals, registrations and other types of procedures that the business needs to go through in order to start and run their companies and their businesses in Dubai.

Requirements for establishing a business in Dubai are as follows:
Determining Business Activity:

In this area, the business needs to identify the category of the business, all related activities to be practiced by the company with a maximum of 10 activities per license. Also, they need to determine the legal form of the business to be established.

Issuing a license:
After deciding and providing all documentation related to the business activity, the business then needs to issue the business license, which can either be a Trade License or an Industrial License based on the nature of the business activity. Issuing the license requires certain documentations, such as detailed information about the business, the business owners, the capital, area of operations, etc…
The business needs to register with the Department of Economic Development, which would grant them the initial approval to start the business operations.

This step can be done by filling up the Licensing and registration application, present a proof of reserved trade name and a copy of the applicant passport with valid residency (for non GCC citizens) or a copy of naturalization identification for UAE nationals.

Applicants who are not a GCC citizens need also to have a No-Objection letter from their current sponsor, a copy of the director's passport with no-objection letter from his/her current sponsor, and permission from the court to practice business if applicant is less than 21 years old.

Other Approvals:
Depending on the nature of the business, other approval might be required from authorities concerned with the business activity. (i.e Ministry of Health for health related businesses).

Obtaining the License:
At the end, the applicant needs to submit all the above documents along with a receipt of the initial approval, a photocopy of premises (office, shop…) lease, appointment contract of Local Services Agent duly authenticated by the Notary Public in the Emirate for professional licenses of non GCC nationals, in order to receive the official license.

Signboard:
After receiving the license, the business needs to submit an application to one of the DOD external branches for a signboard permit for the business trade name.
