Game on for senior politicians after BA bar abolition

A LARGE number of senior politicians, who were out of the election process due to the graduation bar imposed by Musharraf, are likely to return to the poll arena in upcoming general elections following the abolition of this condition.

In the year 2002, Gen Pervez Musharraf, the then President, had imposed a condition of holding a graduation degree at least on politicians to contest elections. Following this condition, a large number of political figures, who remained prominent in political scenes in 1985, 1988, 1990, 1993 and 1997 elections including Lt Gen (Retd) Abdul Majeed Malik, Raja Nadir Pervaiz, Chaudhry Sher Ali, Gohar Ayub Khan, Mian Amjed Joyiya, J Saalik, former MPAs from Punjab like Abdul Rehman Niazi (Mianwali), Khizar Hayat Hiraj (Khanewal), Mansha Butt (Sialkot) and several others, couldn’t become the part of the election process.

The condition of the graduation degree affected two parties the most which included the PML-N and other party made by Musharraf himself the PML-Q. This also became obvious, as most of the members who were deprived of the right to contesting elections, either belonged to the PML-N or PML-Q, and most of the members of these two parties made headlines with fake degree issues between 2002 and 2008. After these two, the PPP was the third party with the largest number of fake degree cases. The parties, including Muttehida Qaumi Movement and Jamat-e-Islami, remained least affected from this bar, as almost all members fielded by these parties in election were graduates at least.

This condition was abolished by the parliament in 2008.

Figures from the Punjab, including Sardar Zulfiqar Khan Khosa, Malik Ghulam Mustafa Khar, Rana Shamim, former MNA Raja Afzal, Chaudhry Khadim Hussein who couldn’t participate in the 2002 general elections, however, contested by-elections in the post February 2008 scenario after the condition was abolished by the parliament. Zulfiqar Khosa, Rana Shamim (Sialkot) and Khadim Hussein won elections on seats vacated by their sons but Malik Ghulam Mustafa Khar and Raja Afzal of Jehlum lost their seats.

Apart from these figures, a number of known politicians, comprising mostly of Punjab, have been out of the general election process since 2002.

Gohar Ayub Khan, former Speaker of the National Assembly in 1990 and Foreign Minister of 1997 in the eras of Nawaz Sharif, was out of the election process in 2002.

Gohar Ayub was a part of the ruling party but the condition, however, put him out of the election race and he had to field his son Omar Ayub Khan from his seat. Omar Ayub won the National Assembly seat in 2002 and was also made Finance Minister but he lost the elections in 2008 elections. Gen Majeed Malik, a former close confidant of PML-N President Nawaz Sharif and a parliamentarian elected from Chakwal for different consecutive terms also had to vacate the election field.

He remained associated with the PML-Q in Musharraf era but now was back in PML-N and would likely to contest the election again.

Raja Nadir Pervaiz, a noted politician and a war veteran of 1971, remained close to Nawaz Sharif and won different National Assembly polls from Faisalabad and also once from Gujjer Khan, Rawalpindi, in 1993 by-elections. He also had to come out of the election process due to the degree issue.

He is expected to make a comeback now.

From the same district, Chaudhry Sher Ali, former MPA of 1977, an ex-Mayor and MNA for different terms on IJI or PML-N ticket, also suffered from the degree issue.

His son Abid Sher Ali was fielded from the NA seat from where he had been contesting in past. Abid Sher won in both 2002 and 2008 elections.

Chaudhry Sher Ali, however, despite the abolition of the degree issue, may not contest in upcoming polls and prefer his son who is also very active in party affairs.

Shah Nawaz Cheema, a former PPP MPA and a Provincial Minister from Gujranwala also couldn’t contest 2002 and 2008 elections due to the degree issue. His daughter Asma Shah Nawaz was fielded on the PPP ticket and lost the election after a very tough contest. According to many, she had won but results were changed after the rigging.

Shah Nawaz has now joined the PTI and is likely to contest on the ticket of Tehreek-e-Insaaf.

Mian Amjed Joyiya, former MPA of 1988, MNA of 1993 and district Nazim of Pakpattan in 2001, also couldn’t contest general elections in 2002 due to the degree issue. However, following the degree issue, he was out of the process but would stage a comeback now. Amjed Joyiya is currently in the PTI but he has also good links with the PML-Q and PPP simultaneously.

Raja Afzal, a former MNA of the PML-N in 1997, was also out of the election process due to the degree issue but his sons won the National Assembly seats from the district. Afzal recently contested the by-election but lost after a tight fight. He is also expected to stage a comeback in upcoming general elections.

Malik Adnan Hayat Noon, former MNA from Sargodha and a close relative of Sir Feroze Khan Noon, former Prime Minister of Pakistan, couldn’t contest the election due to the degree issue. He, however, is expected to stage a comeback again in upcoming elections. He was MNA in 1997.

Abdul Rehman Niazi, former Provincial Minister from Mianwali and brother of PML-N seasoned politician Zakiya Shah Nawaz, also couldn’t contest the election due to the degree issue. In 2008 elections, his brother was fielded in the polls which he won. Abdul Rehman Niazi is likely to make a comeback again.

Mansha Butt, a former MPA from Sialkot, is also expected to contest from any seat of the district on the PML-N ticket. He also couldn’t contest 2002 and 2008 polls.
