VCs concerned over recent developments at HEC

Islamabad: The VCs of public sector universities of the Punjab have expressed concern over recent developments with regard to the Higher Education Commission (HEC) and expressed their apprehension that the autonomy and sanctity of the commission was being undermined.

The fear was raised at a meeting of the VCs of all the public sector universities of the Punjab. The vice chancellors noted that the universities have shown tremendous progress in the last decade and appreciated the role of the HEC in generating momentum for and supporting a culture of research and development in the universities, both at the national and international levels. A new discussion over the autonomous status of the HEC started when Establishment Division appointed Major (retd) Qamar Zaman, a BS-22 officer of Secretariat Group, previously posted as secretary Education and Trainings Division, as new HEC Executive Director.

The HEC authorities took the position that as per the HEC Act, Section 11, the power to appoint ED lies with the HEC Commission whereas the Establishment Division had the stance that only the PM can make appointments on Management Pay (MP) Scale I. Meanwhile, Dr Sohail Naqvi stayed in the office whereas the new ED assumed the charge as per orders. The HEC has made a request to the PM for a meeting to settle the issue.
