Shortage of handcuffs restricts production of prisoners in courts

Most under-trial prisoners of Adiala Jail could not appear before courts on hearing dates because of shortage of handcuffs, both at police stations and in the prison.

Judges have expressed anger several times after seeing prisoners, with their hands tied with ropes instead of handcuffs. A number of criminals in the past escaped from police custody, as they were not properly handcuffed.

When ‘The News’ contacted Adiala Jail Superintendent Malik Muhammad Mushtaque, he admitted shortage of handcuffs at police stations. It is the duty of the concerned police to take under-trial prisoners to courts from the jail but several prisoners have missed their hearing dates because of shortage of handcuffs, he said. “Providing handcuffs is the responsibility of police rather than the jail management,” he added.

When ‘The News’ contacted Superintendent of Police (SP) Waheed-ur-Rehman Khattak, he admitted shortage of handcuffs at police stations. He said that they could not bring under-trial prisoners from Adiala Jail properly. He said that they have sent the demand to the concerned authorities several times to provide them with handcuffs, but no positive response was received. The non-availability of handcuffs is a serious matter, which is being ignored for years, he said.

A senior police officer, on condition of anonymity, told ‘The News’ that they have demanded 3,000 pairs of handcuffs, which would be distributed to all police stations in the district. He said that most handcuffs have developed faults, as their keys don’t work when they are put on prisoners’ hands. The cops have hinted that it takes hours to open the rusted handcuffs, he said.

Police officials, on condition of anonymity, said that they bring under-trial prisoners to court by using rope because of non-availability of handcuffs. “If we fail to take prisoners to the courts, we have to face legal action,” they said.

District Bar Association (DBA) President Sajid Ilyas Bhatti said that it was not safe to bring prisoners to the courts tied with rope. Police could not produce prisoners before courts without handcuffs, he said.
