Law enforcement agencies get ready

The law enforcement agencies of twin cities of Rawalpindi and Islamabad are getting ready to counter any possible terrorism activity during Muharram.

The Rawalpindi Police would impose a ban on pillion riding on 9th and 10th of Muharram on the orders of the Punjab government, sources said. The Rawalpindi administration has banned entry of 23 religious leaders into Rawalpindi to control hatred amongst different sects, sources added.

As many as 10,700 police personnel of Rawalpindi and Islamabad, other than the army and paramilitary forces, would keep order in twin cities, sources said. However, Rawalpindi would be more vulnerable than Islamabad to terrorism activity, they added.

As many as 5,700 personnel, including commandoes of the Elite Force, would be deployed at sensitive locations, including 157 ‘Imambargahs’ in Rawalpindi, while over 5,000 personnel belonging to police, Rangers and FC, would provide protection to processions. The Rawalpindi Police have requisitioned ten companies of troops, while the Islamabad Police would depend on Rangers and Frontier Constabulary (FC) to assist the civil administration in maintaining peace during the holy month, sources said.

The police officials, responsible for the security of Islamabad, told this correspondent that comprehensive security arrangements have been finalised for mourning processions and religious gatherings during Muharram and decided to launch combing as well as search operations in the slums of the city, including Afghan habitats, to ensure foolproof security.

The IGP, Islamabad, directed all wings of the Islamabad Police to ensure complete coordination for success of the security plan, sources said.

The IGP directed all SDPOs and SHOs to launch effective search operations as well as combing activities in the slums of the city, including Afghan habitats, and enhance vigilance at all entry points of the city. He asked the SSP (Operations) to monitor the search operations and relevant SPs have been asked to inform his office on daily basis about progress in this regard.

A total of 909 religious gatherings (majalis) and 177 processions (159 traditional and 18 licensed) will be organized in Muharram. Religious gatherings have been divided into three categories as per security aspect and 144 ‘majalis’ have been placed in Category ‘A’, 470 in Category ‘B’, 295 in Category ‘C’, while 14 processions have been put in Category ‘A’, 88 in Category ‘B’ and 75 in Category ‘C’.

The IGP directed for strict security arrangements on these occasions and special checking of participants. He said that special arrangements should be made for checking of ‘burqa-clad’ women in a prestigious way and to install walkthrough gates at the entry points of ‘majalis’.

The Rangers and FC would assist the Islamabad Police in ensuring elaborate security arrangements. The IGP also ordered all SHOs to make proper lighting arrangements after negotiations with the concerned authorities and also to weed out bushes in various areas in the vicinity of worship places.

He said that it should be ensured that processions pass through their fixed routes and timings of processions should be observed strictly. The IGP also directed for effective patrolling and use of commando vehicles for the purpose.

The IGP directed for maintaining close coordination among all wings of the Islamabad Police and staff.

The IGP asked the SSP (Traffic) to ensure arrangements for avoiding any inconvenience to road users and special deployment should be made for smooth flow of traffic on alternative routes when processions would be taken out. The parking lots should be far away from processions with proper security arrangements there. Metal detectors should be used at entry and exit points.

He said that walkthrough gates should be installed at all entry and exit points of ‘majalis’ and processions and it should be covered through large strength of policemen. He asked all SPs and SDPOs to take steps to curb wall-chalking or pasting of posters, which may hurt sentiments of people.

Patrolling officers must check all routes of Muharram processions and all ‘Imambargahs’ and rooftops should have security cover. The IGP said that policewomen should be deputed for the female gatherings while police officers and ‘jawans’ would perform security duties outside ‘Imambargahs’.

All station house officers (SHOs) should get the complete bio datas of volunteers performing security duties. No stranger would be allowed to stay in worship places for security reasons during Muharram.

It would be mandatory for the participants and organisers of the processions to get clearance certificates from the concerned police stations.
