Bhootani had refused to chair the session as speaker earlier and had sent a memo seeking clarification from the Supreme Court’s registrar about the constitutional status of the existing provincial government and the chief minister in the backdrop of SC October 12, 2012 interim order in the Balochistan law and order case.
Moving a resolution in the house to express confidence in the leadership of Chief Minister Aslam Raisani, provincial minister for Industries Syed Ahsan Shah of Balochistan National Party (BNP-Awami) said that Raisani enjoyed full support of the house. Out of a total of 65, all the 46 members present in the assembly, majority of them provincial cabinet members, expressed confidence in the leadership of the chief minister through show of hand. Ninteen members, including provincial minister Mir Muhammad Sadiq Umrani, who also happens to be the provincial president of PPP, abstained from the house.
The coalition partners of the Raisani-led coalition government — PPP, JUI-F, ANP, BNP-Awami, independent members, PML-Q voted in favour of the resolution. The house unanimously passed the resolution expressing confidence in Raisani.
Speaking on the occasion, Aslam Raisani thanked all the members of the provincial assembly, who had expressed confidence in him. He said the members of the assembly had foiled the attempts of those who wanted to topple the government through conspiracy.
Meanwhile, Pakistan People’s Party (PPP) Balochistan on Tuesday declared the provincial government unconstitutional in the light of the Supreme Court order, demanding the PPP central leadership to dissolve the Aslam Raisani government and impose governor rule.
In a meeting of provincial council of the PPP, the participants including the provincial as well as district leaders of the party, through a resolution endorsed the decision of suspension of party membership of Aslam Raisani by the Kalat division’s president.
Another resolution passed in the council meeting charged that the Aslam Raisani-led coalition government has lost the right to rule in light of the SC verdict.
The council also expressed dissatisfaction over the four and half years performance of their own government in Balochistan, demanding of the party high command to remove the chief minister.
Meanwhile, PPP provincialchief Mir Sadiq Umerani claimed that he along with his close confidants enjoy full support of the central party command to get rid of Chief Minister Aslam Raisani and his government.
“We, the PPP Balochistan chapter, are adamant to replace Raisani with another party member and have full backing of the top party leadership at least until today,” Umerani told The News on Tuesday.
Downplaying the provincial assembly’s proceedings where the majority of MPAs reposed trust in the CM, he said that it was because neither he nor his supporters contacted any of the allies to stop them from voting. “It is the next stage.”
Sadiq Umerani reiterated that the CM has lost authority to continue his rule since the Supreme Court passed its orders last Oct 15. “We would have supported him had the central leadership so directed us.”
“We would contact the JUI-F, PML-Likeminded, independents and others after receiving green signal from top leadership to elect another person in place of Raisani,” he responded to a query.
Asked as to why he along with his companions did not prove their majority in the assembly, he said he was firm believer of obeying the party directives on such affairs. “We, after taking a decision on provincial level, are to force Raisani for his resignation.”
“I would have been silent had Asif Zardari ordered me not to oppose Raisani. We, minus CM group, held our own meeting from morning to evening and adopted several resolutions expressing grave concerns over the CM’s choice to confront the judiciary and further damage Balochistan while multiplying the sufferings of its people.”
The Balochistan leadership, he said, has resolved that the incumbent government has not only lost its constitutional and legitimate position but also the moral grounds for continuing to be in office.
“Raisani must quit without wasting time. He has personal animosities and has brought Balochistan to the present state of affairs in the last four and a half years. “He can neither visit his own hometown nor any other part of the province of which he is the chief minister.
“We would prove a clear majority in Balochistan Assembly to oust the present CM and to put in saddle another PPP man when a suitable time comes as the people are fed up with the rulers and their bad governance.”
